Holy shit, nested lists in libreoffice are a fucking abomination.
You have to create them level by level (i.e. first put down all root-level elements, then the second level elements etc) because if you press backspace in order to jump back a level the damn thing just *ends* the list.

@jonn Since it doesn't spit out docx and is a browser-based application that's a double-no. :P
