I wonder if anyone knows why does `mix` recompile the project so much, for instance, when I change env from dev to prod to test?..
Are there no build caches per env in _build?

@jonn What version of Elixir are you using? There have been some major upgrades to compilation lately. There are caches per mix env as well. But sometimes updating a config value can cause the whole project to recompile, depending on how the config value is used, especially on older versions of Elixir.
